Could be that the dragon is the be-all, end-all form of awesomeness in Thedas and the DA-verse - something that the people can comprehend (as in their brains won't explode at the sight of one) and will be awed and fearful of. Nah, Flemeth's an avatar of the Maker, working towards his return. Everyone in Thedas had the wrong idea that the Maker turned his back on them when it was something else that prevented him returning from wherever he was dropped off.
