I've read on these forums that by choosing Udina as councillor in ME1...

Shepard can not be reinstated as a spectre in ME2. I choose Udina to be the councillor in ME1 in my last play through, and when Shepard met with Admiral Anderson and the Council in ME2, Shepard was reinstated as a spectre. So dont believe what you hear on thses forums, choosing Udina as the councillor in ME1 does not stop Shepard from being reinstated as a spectre in ME1.

If you saved the Council they will offer to reinstate you no matter what. If you didn't then picking Udina will prevent the appointment.

Yeah, Udina doesn't want Shepard to meet with the Council. He storms in all angry in ME2 when you have Anderson. But then, of course, he doesn't really have the power to do anything about it...

Udina is a loser. Do humanity a favor and pick Anderson. Udina will be ambassador in ME3 anyway.

I'm pretty sure the smear campaign didn't refer to him specifically. It just had his picture on the option.

You were probably doing Udina's dirty work by smearing one of his competitors. Look at how Udina pulled strings and did some smearing to get Bailey as head of C-Sec.

Apparently, a lot of people don't pay much attention to the description:

A corrupt politician is trying to levy heavy taxes on all Earth-manufactured goods coming into his system in exchange for kickbacks from local businesses. Ruin the politician's reputation with a smear campaign so that his proposal doesn't pass.

He:

a. represents a single system.
b. is trying to stop imports of Earth goods.  Human colonies are very tightly tied to Earth's economy: they need colonization gear and general financial support, and Earth needs raw materials. Biting the hand that feeds you, in some cases literally, is really dumb.  Ergo, dude almost certainly ain't human.
c. is taking kickbacks from local businesses.  I.e., small time concerns on the galactic scale.

Any of that sound like it remotely fits Udina?

The "really dumb" part fits. But the rest? Nope.
