I recently got Legacy and tried it on an act 2 character, and got roflstomped. Is it the semi-official rule that all of these (assumed to be 4 from the positioning thus far) new DLC's are post-game (or a finished level 25+ character at least)?
Primarily asking this to see if I should push a few other characters into end-game for MotA.

The DLCs can be played from any act within DA2. The battles are somewhat more difficult, I found, and require a slight change in tactics, but you should be able to step into either no matter where you're at in the core game. Where/when you decide to play has a lot of impact on some story elements, however.

I've completed Legacy four times now and the easiest time I had with it was in act 1. Enemies don't have a billion hitpoints.

perhaps the first time I played it it glitched on me then, since I was unable to take down the first overseer with a full group :/

@jarys - If you aren't already playing on Casual, try dropping your difficulty level down and see if that makes a difference.

Legacy items have varying stats depending on when you get them. Their most powerful versions drop at level 24 (except for The Hawkes Key, that has no upper limit).
MotA has the same deal with it's items (varying stats) but I don't know when they max out.

Both DLC's make more sense if you play them in Act 3.
