I can understand not having female salarians or krogans, since they don't usually put them on the front lines, but ALL citizens of the Hierarchy MUST join the army at age 15.

Female Salarians only stay on the homeworld Sur'Kesh because they are the powerhouses of the economy. The kingpins.
Female Krogans... well... we saw one.
Granted, these species are not the same as humanity/Quarians. Females may not be allowed to fight. I can guarantee a female Krogan wouldn't be allowed to fight, seeing as they are indispensible.

Fertile females might not be allowed to fight, but very few are fertile. Rest can fight and do fight (krogan have had many female warlords like Shiagur who's mentioned in ME2).

As others have said, turians and quarians would make the most sense from a lore perspective.
