You have two party selection moments right at the very beginning. Your first party comes with you to a meet in Hightown where you encounter Tallis. I couldn't take Grey Warden Carver with me, and would assume it's the same for Circle Bethany. This isn't a long encounter, so don't worry too much over who to take and leave behind yet. Then, once you head off to the Chateau with Tallis, you select your party again. You can bring two companions, plus Tallis. This includes siblings.
