Looking for a Persistent World

Alright so i have been going over a couple of pages of website and figured I would just ask on here.
I am looking for a persistent world that has a few specific things.
1. Must have SoZ style overland map. I hate transitioning from area to area.
2.A decent player base.
3. Non rp enforced lvling. As in I see a ton of servers that have so many rp rules, restrictions and in general just crazy amounts of forced rp to progress that it seems less like a fun activity and more like a forced chore.
4. Content for both the solo'er and the group. I like doing both but hate being forced to have to group to make any progress or not die every 2 seconds.
5. Quests not just mop grinding.
Those are the main things, anything after that is just a bonus like player housing/ storage or SoZ style crafting.
Oh also does anyone know a decent mellee warlock builder for chaotic good. Only one I found was one that tied blackgaurd into it.

You've already cut the field to two, maybe three, PW's. The SoZ OM was't designed for PWs.

I'm looking for a Forgotten Realms based role play server where PvP is rare or even non-existant. Sorry but to me it is a contradiction to have a setting with heavy PvP and yet claim that you frown on power building, grind leveling, etc. Seems pretty funny every time I read that on a forum.

Other nice to have things -

plenty of content to enjoy even without a DM online, although DMs are great and those adventures are the best

a forum that does not get so many posts that it is impossible to keep up

You could try out Sea of Dragons ( www.seaofdragons.com/forum ) .  It's a FR PW set in the Moonsea region around Elmwood and Hillsfar before the Time of Troubles.   PvP is permitted freely, but it is a rare occurrence.    The server has about 15 quests and a few repeatable ones and areas suitable for soloing plus party areas (though in general, it's made for parties, but CAN be soloed).  We have DMs, but most are either busy with RL or are doubling as developers so they aren't available often at this time.  I do run a weekly event at least.  

You can check out the forum from the link I provided.   It's not teeming with posts and most of those are pertaining to developing the PW (at the moment anyway).   We also have an IRC that you can hop into (link on the forums).

I've been popping in and out for a few weeks now and even been in a couple of your events.

I recommend this one to any others out there looking for the same as I am.

I've heard good things about Sea of Dragons.

My suggestion is Legacy Dark Age of Britain: http://legacydarkage.com/
1. MAP: Interconnected OLmaps, with transition points between them, and their borders looking like the next ones you will be on.
2.PLAYERBASE: Medium, We're past 20 on the busy nights, but tonight for example there's only about 12 on.
3. LEVELING: RP helps leveling, since talking and emoting automatically rewards XP (no need to brown tongue anyone to get it), You can reach maximum level, without ever saying a word to anyone. Impressing fellow RPers, unlocks a couple special options, which to take you must trade away some power to get (E8 system used...).
4. CONTENT: It is not a single player campaign, but quests are repeatable periodically. A skilled gamer, can solo 80% of the areas.
5. QUESTS: Some are, others aren't. About half of them are there to encourage exploration of different areas.

Just note, this is not a high fantasy setting. Zero health, means you're out of the fight, re-spawn means you survived some bad injuries... No one gets their head chopped off, and lives to talk about it.
