Why did Hawke let Tallis go with the list of Qunari agents? Why couldn't he just forcibly take it - I mean it lists all the undercover qunari agents in thedas it can get rid of a potential threat. Why was there even an option to tell Tallis to give it to him?

"Nah.. But heres a gem.. Much more valuable"... yeah im sure no monarch in thedas would want to pay big money for the information on the papers<_<.
Then hawke leaves all happy with his useless Gem.. What is this? Why Hawke? Why?
