i have finished all quests and all missions now at the end i can not leave the estate none of the city is open to me is this just a bug in my xbox??

Do you have the black emporium dlc? That's the only place in the city you can go after finishing the game and loading the postgame save. All other dlc-missions are triggerd from inside the estate.

Yep, what Nette said. The message that pops up when you complete the game is a little misleading, isn't it?
