If they are needed, then they will be made. The utilitarian nature of the qunari demands that all threats to the people be combated by the most expedient method, however considering their endless quest for excellence and perfection Qun help the darkspawn who think to victimise the true people.

I think the Qun might not see eye to eye with the Grey Wardens on a number of things. The big secrecy thing for a start and the fact that they are willing to recruit anyone, including mages and women, into their ranks. They also might not accept the premise that Grey Wardens are needed. Grey Wardens have only three specific functions that are unique to them - the ability to sense darkspawn, the ability to resist the taint (but only temporarily) and the ability to slay the archdemon. Darkspawn generally only come to the surface during Blights (apart from in the Anderfels) so the Qun would probably think it rather a waste for their best warriors to be tainted and then die within thirty years on the off chance that some Darkspawn are going to show up. And the fact that Grey Wardens can hear something in their heads would sound too much like possession and loss of self. In any case, as Blights have tended to occur a fair distance from Par Vollen, they may not have encountered any Grey Wardens as they arrived after the 4th Blight. It is entirely possible that Sten's encounter may have been the first close one that any Qun had had.
As for the Kossith outside they Qun, may be they too do not regard it worth their while to become Grey Wardens. Having escaped the regimentation of the Qun, they are hardly likely to want to become members of another organisation that would seem to control their lives.
Interesting point about the Ogres though. Could it be that Darkspawn were being troublesome in their land of origin, so a number of colonists were sent to seek out alternative places to live and then the original Kossith were wiped out? When the colonists reached Par Vollen they thought they had discovered a land where there were no darkspawn and then rumours came to them of the 5th Blight and that is why they thought they should investigate.
