1. It has to be a halfilng
2. preferably uses 2 handed (i'm open to dual wield, though.)

Dual-wielding Melee Mage
Halfling
Str: 10
Dex: 16
Con: 12
Int: 18
Wis: 8
Cha: 8
Very Important - take Toughess as your starting Feat!! That will give you a total of 6 hps to start with. Also, you will not be engaging in melee the first couple of levels - use a Bow instead, and let your Familiar Melee, until you get to around 3rd level. At that point, you will be able to melee effectively.
3rd level Feat : Weapon Finesse! Yes, that is critical. Now you can begin to lay the smack down...with a rapier.
5th through to 10th - the normal metamagical Feats.
12th again changes - TWF!! Now you can use both a Rapier and Dagger. Put GMW and FW on them and go to town!
15th - Take Ambidexterity, and Spell Penetration.
18th - The long awaited Improved TWF.
20th - GSP.
The build is a pretty interesting melee character (with Haste, 5 attacks/round - now it is worth using Truestrike to attack with) and the AC is very, very nice. Have fun!!
You'll probably be dual-wielding daggers.
You will need to exchange a bit of Con for a 10 Str, I think. Make sure you maintain pretty much what is posted here.
Should work fine.

I would recommend for a Halfling MM to go the Dual-Wield route (due to the hit on Str) :
Dual-wielding Melee Mage
Halfling
Str: 10
Dex: 16
Con: 12
Int: 18
Wis: 8
Cha: 8

Not sure from your explanation, but it looks like you're suggesting he dual wield with a rapier and dagger. Rapier is a two handed weapon for halflings. Also, because it's a two handed weapon the Weapon Finesse feat doesn't work with rapiers for halflings.

Halflings, being small sized creatures, have to use a rapier two handed. It's definately a viable option along with scimitars for his 2-handed fighter option, but for dual wield shortswords and kukris are a halflings best options.
Edit: gregor beat me to the post.

Happy to see this forum is still active.
The PW I want to try this on has crafting for weapons and every enhancement is worth x amount of points. The maximum +AB/Damage (I forgot what it was called, but it gives damage and AB) is +6, but the idea is that I use GMW on both of my weapons and then I can have more elemental damage at the cost of only 1 AB.
Does that elemental damage crit? If so, it might not even be worth it to go to the kukri route (although kukris are cooler looking. Daggers can be pretty cool too!)
Also, I've been putting skill points into Lore, Heal, Concentration, and Spellcraft but I have 8 left over. Should I multiclass into fighter or rogue and get discipline/tumble?
Also, what spells should I be taking early on?
I was thinking magic weapon, mage armor, shield, summoning spells, flame weapon, ghostly visage, stuff like that.
And what epic feats should I be taking?

Personally, I love m/c the Wizard with Rogue for the ton of Skill pts that are gained with the increasing INT. This is where all those saved Skill pts can be well spent.
And I would probably stick with daggers, as kukri also requires Exotic Prof. A single lvl of Ftr or Ranger may also be helpful in gaining these and shield usage. if you do not want to spend extra Feats.

I think DW daggers would be awesome: e.g., in the OC there are almost no +5 weapons, but it is possible to find Leech (+5 Enhancement and +3 Vampiric) even in chapter 1 I think. You bypass any DR plus heal up to 6 hp / round

My apologies.
I did add in the Daggers as seen. I would suggest Kukris, but then you will need to pick up Exotic Weapons prof.
The MMM is also a very viable build IMHO.
