Empress Celene is one of Flemeth's daughters. She managed to escape her mother and set herself up in a position of power to protect herself.

Though in one of the codex's gained from one of the portraits in Mark of the Assassin it talks of this old noble (cant remember her name) in Orlais that seems to be the one really pulling the strings and the one who placed Celene on the throne, so I imagine she would be more powerful than Celene.
