Does it required some kind of degree in computer? Is it easy to learn for someone who has never mod a game before? What's an easy way to to start learning?

I think that differ from person to person. it's not the easiest toolset around. aslong as you visit these forums to overcome your problems and ask questions, you should have any problem learning it in the long run. but expect to spend weeks if not monthes on the learning phase. before you start producing high quality mods. well unless you narrow yourself down to a very specific task.

It shouldn't take long. Everything you want to create is in File > New.

It's not too bad, but it's not that flexible unless you have some modellers and suchlike on hand.

Honestly it depends on what you want to mod. Creating an item is fairly easy and can be done just by following a tutorial ( I like Beyond Fereldan http://dragonagemodding.wordpress.com/ ), other things like custom classes are quite complex and can break your game if not done right.

The toolset is not for the feint of heart. Any scripting you want to do is all in C++ for example, so it's not exactly casual user friendly. It's also pretty un-intuitive, and there are plenty of little landmines you can step on, one mistep and your whole module is broken etc.

Yep, HTML is also not for the feint-hearted! One wrong <>, and everything is broken!
What I'm trying to say here is: Go watch some Tutorials, for example http://social.biowar...27/#discussions , and you already know a good deal of the basics. Creating a seperate module, populating it with some areas and quests is actually not that hard. Basic level creation is also quite user-friendly, at least basic interior levels. Give it a try, watch some tutorials, follow the instructions and see for yourself.
