Hi, I have a physical disc version of ME2 that I've actually already played through once, including this particular DLC, the odd thing is that it suddenly has developed a problem. The only thing that's different is that I added the DLC with the thief. Anyway, here's the information on my equipment:

The problem starts after Shepard and that Asari Spectre leave Liara's apartment. The first aparent glitch is that it skips the cutscene when they first arrive at that office building and a bomb goes off, and instead skips right to where you run up to the building and can talk to the random civilians in front of the building. The next aparent glitch is that the damage to the building isn't rendered and some of the civilians standing in front of the building aren't either, though you can still talk to a few of them because the info box still shows up and you can interact with it. You can also still run into whoever is supposed to be standing there, even though they are invisible.
The really big problem, though, is that after the Asari Spectre (sorry, can never remember names) is outed by Liara and you fight your way past all the Shadow Broker mooks, the game gets to a point where it can no longer advance. Once you exit the building, there is a cutscene showing a firefight between Liara and the Asari Spectre, which then pans to show her watching Shepard and her squad running out of the building. At this point the game freezes with a green "Loading" icon on the screen for a while, then ends the cutscene with you and your squad out in front of the building. Liara has disappeared, the civilians from before are still there and you can still talk to them, and the Asari Spectre is still taking cover behind one of the air cars. The Asari does not shoot at you and you can't shoot her or do anything to her, and in fact you can walk right through her, though she still turns her head to follow you.
So while the game is running, there is no way for it to continue, and I can't see any way of going back to before I began the DLC content again to simply avoid it. I've tried restarting the level, I've tried restarting the game, and I've tried restarting my computer, but these errors aren't going away. As I said, I've played through this DLC before without any problems, so I don't understand why it's suddenly giving me problems.
The only thing I can think of is that I recently purchased the Kasumi DLC and installed it. I played through that DLC without any problems, along with all the other DLCs I got previously, save Arrival because I just haven't gotten to it yet.

First thing to try would be to delete the LotSB DLC folder and reinstall it. It should be located at;
c:\\program files\\bioware\\mass effect 2\\biogame\\dlc\\dlc_exp_part01
edit: as a side note, the default driver that comes with Win7 for the realtek HD audio is of low quality. I suggest getting the letest one from your motherboard manufacturer's website.
Also, nvidia drivers are very bad at supporting games that are more than a year old. The best ones to use for ME1 andME2 are teh 258.96 series.

I reinstalled the DLC and it seems to be working now. I was a little worried because I thought that might mess things up since I was playing the DLC, but I guess it worked out fine. Scared me a bit because it still started me out from my last save with the same error, but when I restarted the level again, everything seemed to have been fixed. Hopefully I won't have to do this with the other DLC I haven't played through yet this time around.
