Cerberus Network error.

Have contact EA and Xbox, each saying the issue is with the others system.
This issue has been going on since i purcahsed Mass Effect 2,the same issue
occours when i try to play dead space 2.
Other accounts on the same xbox can use the Cerberus Network,just not mine.
My xbl account is the one with the save games,dlc and xbox live account attached to it.
I really want to get this fixed before ME3.
I asked to have my issue escalated,EA said there is no where to escalate the issue.

From the info you provided it appears that the issue lies with your EA account though, but are any other games affected? Both games you mentioned are EA published hence the knee-jerk reaction to it being an EA account problem.
I would suggest contacting EA support again; I have read that service varies quite wildly depending who is dealing with you at the time. Try again and I see if get someone who is better at this sort of thing.

EA requires you to be at least 13 to play their games online. This is based on the birthday you used when you created your Xbox Live account.

The 'Not old enough to access online content' error message appears to XBox Live users who are 12 years old or younger. Only users who are 13 years old or older can access online content under the EA Terms of Service. The age on your XBox Live account is determined depending on the birthdate entered at the time of account creation.

No, your child will not be able to play online if they are younger than 13 years of age, even if you do not have any restrictions on their XBox Live account. You child will be able to play the game offline.
According to Microsoft, the date of birth cannot be changed once your XBL account is created. So suppose you are 13+ but when you created your Gamertag last year and you set January 1, 2010 as your birthday because you didn't feel like scrolling through all the date options. Then according to Microsoft you are out of luck and will have to create a new Gamertag.

The date of birth associated with the Xbox LIVE account indicates that you are not 13 years of age or older.
This problem happens when you play games published by Electronic Arts and try connecting to the EA game servers by using Xbox LIVE.
Note The date of birth for an Xbox LIVE account cannot be changed after the account is created.
In Sweden and Denmark, Electronic Arts servers require your account to indicate that you are 16 years of age or older. In Norway and Finland, Electronic Arts servers require your account to indicate that you are 15 years of age or older.
If you are 13+ I would do two things.
First, is make sure your EA account is either linked to the Correct Gamertag or no Gamertag.

Log in using your EA account.
Scroll down to Select A Default Persona. It should list your Xbox Live Gamertag (or none).

Then I would call up Microsoft and ask them what the birthday of your account is. If you set it incorrectly you could BEG them to see if there is any way they can change it for you. Tell them that you are going to lose all your game saves and DLC licenses since they are tied to that account.

You can try changing that but I don't think it's going to help.
If you aren't 13 yet, then the best advice I can give you is to just get older. It just takes time. All joking aside, I do find this situation ridiculous. If you are "underage", what games you can and cannot play should be up to your parent's discretion, not the video game publishers.

i have only ever had a adult account.
details are correct for both the windows live id and the ea profile.

That really sucks.
Someone on EA's forums suggested a solution via downloading the demo for Lord of the Rings: Conquest.
1. Download Lord of the Rings : Conquest Demo
2. Start LoTR: Conquest Demo and choose Multiplayer > Xbox Live
3. When the EA register screen comes up, put in your EA user (email address) and password.
4. Accept the Terms.
5. Exit LoTR: Conquest demo and start Mass Effect 2.
Let me know if this works.

If it doesn't, I would call Microsoft and refer them to Microsoft Support Article ID: 973498. See if you can get them to tell you what the birthday is setup for the account. If it's your real birthday then the problem is on EA's side.
Once you've determined that, go here: http://support.ea.com Select "Email Us" and send them an e-mail with a description of what is going on. I'd even include a link to this thread. Include the following info in the e-mail.
* Gamertag
* Email for EA account
* Email for Gamertag/Windows Live ID
* Birthdate associated with Gamertag
What I find weird is that your Gametag is linked to your EA account. If you were getting the under 13 error, I wouldn't think that they'd link them.

I have confirmed my age with xbox, and i have spoken with ea at length about it.
I will try the lord of the rings thing.

Found one user on the ea forums saying that he did it with the Fight Night Round 4 Demo.
Out of curiosity, did you create your Xbox Live account on an original Xbox (not an Xbox 360)?
