think I've worked out simple a system.

For inter country travel:
mageports; a few mages will be required to work it, they will transport you from one circle (prisons) to another.

Within a nation, inter town/village travel:
mage stops; one mage can whisk you off to the town you wish to go to ie Redcliff to Denerim.

travel around a large town:
Templar stops; they'll carry you piggy-back from their stop to near where you are to near where you wish to be eg market to docks, offer a gram of lyrium - they will take you to your door and carry your luggage or shopping.

Nah, what they need is an army of flesh golems who periodically wipe out civilisation whenever it gets too close to developing dangerous levels of magical ability, and preserve them as more flesh golems.

We could call them harvesters.

Making a parallel observation of science & engineering, similar sentiments are and have historically been made for a long time. And they don't really hold water. The universe is dangerous alright. But the real threats would have been there anyway, and in greater presence even, if technology was at a the lower, "more comfortable" level, that these critics and advocates for bans and control, would be more happy with. Environmental collapse, for instance, would happen sooner rather than later, even though we would be happily unaware of it, as we burned our coal and cut down our trees. And despite the increased devastation of our weapons, the tolerance for use of violence in conflicts is lower than ever and keeps getting smaller. Not only that, but it actually has genuine effects too. Numbers of victims in armed conflicts have shown a steady decrease, and that decrease is actually very strong.

Power, which is the ultimate subject here, will always be dangerous. But so is ignorance. I'm on that side which prefers more knowledge, placing faith in that enlightment will follow, in sufficient amounts. My argument would always be that even if we end up killing ourselves, we would have done so anyway. And that the problem in both cases would not be dangerous knowledge, but dangerous ignorance.

Why do I make this discussion here? Because I want to advocate "the other case", for magic in fantasy games as well. I hope the idea, of 'balance' between the templars and mages, or that there's even a genuine need for templars, is not going to be some ready, canon, "right way", or "solution", in the future of Thedas?
 
I do see that letting us really take one side, and push that to victory, will mean such drastic variance in the universe, that such player choice cannot be supported by the story across games. That is not what I'm asking for. I'm asking for that the story does not put forward the kind of reasoning, that your post hints at, as the 'truth', or 'right', or 'necessary' way. Some people may believe it, like the Templars. Some people may believe something else, like Anders. But don't make something the canon 'right' way, not even the 'balance'. That's what I ask for.

Well, Theodosians already have the Litany of Adralla: we used it to prevent Uldred from mind controlling the mages in the Circle tower boss fight.
If I'm not mistaken it blocks the spell as long as it's not yet completely cast; so yep, pretty useful, but not a definitive solution.
