1) I've played ME2 countless times, well over 20 full playthroughs. The game is great for a multitude of reasons and without any additional DLC or promo items, the game is an incredible experience. With that said, in all of my 20+ playthroughs, on my male Sheps, my female Sheps, Renegades, Paragons and across all other variations, I consistently equipped one specific Heavy Weapon, the M-490 Blackstorm singularity projector.
I have used all the heavy weapons and I really like the Avalanche and Arc Projector, I consider them both very fun to use. But, I really dislike the way they (and all other Heavy Weapons) look cosmetically. So much of ME2 is spent from the 3rd person perspective looking at Shep's backside, that I can tell you, the cosmetic value of having a HW equipped that I enjoy looking at, as opposed to a HW that I really dislike looking at, is something that should be available to all players. This is not a make-or-break feature, ME2 would still be an incredible game without this item. But I believe that cosmetic value of the Blackstorm contributed to my entertainment value of ME2. It might only be a 0.01% contribution to entertainment value , but I think every person who plays ME2 or any game, is entitled to or should at least have the opportunity, to have the most entertaining experience possible.
2) I will keep this shorter since the above went longer than I expected. Plain and simple, the same argument with a different example. Cosmetic (and functional!) content can absolutely provide incentive to play or replay a game. When Item Pack 1 for DA2 came out, I immediately started my second playthrough of DA2. Why? Because of one item in the Mage Item pack, Malcom's Bequest looked so cool that I wanted to play another mage playthrough.
Just to summarize, any content that increases the player's entertainment value, no matter how marginal or finite, should be available for the player to obtain.

I would prefer that they didn't give out items to a select group of fans that everyone might want, when many people who would have liked to have gotten them happened to live outside of California or on the other side of the planet, or simply had no idea of the event in the first place. However, as these items are probably useless beyond lv 10, it's nothing that I'll be losing sleep over.

BioWare lost me there.. not only this, but also the DA2 Anime Movie totally disappoint me (and as I can see, a lot of others).. so.. whatever..

If anyone at Bioware happens to read this, I would ask you to consider releasing this pack, as well as the other items that are no longer available, for either download or purchase, as I would gladly pay money for every scrap of Dragon Age (and Mass Effect) content that you produce!

So if you didn't attend the Comicon you didn't get the pack. Ok... so who went and did you get the code?The Fan Reward Pack is a downloadable content for Dragon Age II. It was given as a special event at San Diego Comic Con, sometime between July 21st and 24th, 2011.[1] There are no plans to release the pack again.[2]

Bungie had this exclusive armor set that they only gave out to a select few for doing neat stuff. They even dangled this armor set in front of fans as contest rewards and basically said "Ok monkeys, jump!" And come Halo Reach, its unlockable for everyone. Essentially it was a tool to get fans to jump through hoops. A banana on a fishing line to taunt the stupid monkeys they think we all are.
But in this case, BioWare didnt take it to that level. They just made a ****ing retarded move.
"Oh yeah, if you just happen to get into the comic-con, and you just happen to find the Dragon Age/BioWare booth, and you just happen to find out about this reward pack, and you just happen to be a DA fan that also just happened to like DA2 enough to grab meh DLC, then yeah, this is your reward!"
All without a formal announcement it seems. What a wasted marketing oppritunity! "If you're a DA fan, come to our comic-con booth and recieve a special reward for your DA2 game!" Could've easily gotten more people to come to comic-con and in theory, stayed to spend more of their money at the con.
Come for Dragon Age, stay for everything else. Its so simple!
