To Bioware: Possible solution for recurring graphical problem

Been away from forums for a while due to work and life in general so I apologize in advance if this has been covered before. A friend of mine is in college and taking a few classes in computer programs and graphics and I got into a conversation with him about a recurring graphical hiccup that has continued in the Dragon Age series: draw distances. Specifically, as you wonder and walk around the world you get the issue of people, objects, background details, and occationally textures "popping-in". Now, I won't try to pretend to have completely understood his explanation for why these things happen, but after listening to him I had a thought: why not compensate for that with an "out of focus effect"? Example, you see something in the distance that seems blurry because it is too far away for you to get a clear picture of it (like in eye exams). So instead of using something cheap like fog, unless of course it is an actual weather effect for the environment, use "out-of-focus" to help compensate for draw distance, and as you come closer to people and places things "clear up". My friend seemed to have liked to idea, although admittedly he is still learning the ins and outs of programming himself. Maybe the idea is usable, and maybe it is not, but it might be something worth considering if implemented properly, Discuss!
