What's The Point of Thermal Clips?

What would the point be of other weapons if you didn't have ammo at all and just cooled down. When you in a firefight and run out of ammo for one weapon you switch to another. It makes it more exciting and dynamic, and take careful aim. When i played ME1, it was ridiculous because i just used 2 weapons. Sniper and Assault Riffle. Sniper rifle because some enemies might have been really far away

It won't.

And what do you mean by refueled? Thermal clips are just heat sinks that can be removed and replaced to lessen the cooldown time of a weapon in order to increase the rate of fire. Both ME1 and ME2 guns use the same unrealistic metal block shavings in place of modern day ammo. Lore-wise, you wouldn't run out of ammo if you were out of thermal clips. Most likely, spent clips would cooldown and you could reuse them. Otherwise, the gun would revert to the slower cooldown system found in older weapons.

Has anyone considered the possibility that "lore-wise", Shepard and his team may carry more spare thermal clips than as shown in gameplay, or that a single clip may provide more "heat capacity" (read: number of shots) than shown in gameplay?

Well, the average total thermal clip count for most guns in ME2 is seven (the lowest is three for the Incisor), and I think Shepard and his team can carry more than that.
