Now, I remember it was theorized before that that planet could be the quarian homeworld, so it would make sense, I guess. But the whole quarian fleet waiting in orbit? That's quite significant.

Actually, we've known the quarians will fight alongside Shepard in the war as early as ME2.Prince Zeel wrote...

Even "liabilities" could be good. At their worst, they could be a good use for a distraction. Best not turn away an actual ally when the galaxy is being purged. Even as a liability (in your opinion), they are still an ally since the two are not mutually dependant. Cyber-warfare is the best way to use the Quarians, though. On the other hand, we don't really know how strong their military actually is. All we know is they've kept good care of ships a few centuries old. Its the biggest bloody fleet in known space. Combine that with the fleets of the other Citadel Races plus whatever else is hiding in the darkened corners willing to right the reapers, and you got a formidable force assembled.
Size doesn't really matter. Also aren't their ships in pretty bad shape?

A simple puncture in their body suits would send them into seizures Unless this is some sort of military that doesn't use infrantry men, they would be quite useless in the war.
Even now, I'm remembering that Tali recruit missions, where the dude with the Rocket launcher was suppose to flank me. What happened? He has a bloody rocket launcher, yet the moron still dies.
Useless, utterly.
Even as a distraction, I can see them failing at it.
