You need to be able to connect to the Cerberus Network in order for the game to authorise your DLC with your account.
Without knowing anything about your system, theres not much we can do to help. Please post yuor details as per the "How to" thread.

Best advice I can give you is check the Tech FAQ at the top of the forum, and follow the instrcutions in regards to DLC and the Cerberus Network.

Also note that your system is not going to handle the game well, as Intel HD graphics arent capable of running the game effectively. Expect visual lag, inability to pick up items, inability to hack or bypass things, inability to open doors, and lots more things that will go wrong.

Given the physical and practical impossibility of any Intel video device ever meeting the description of "running well" in a game such as this one, your comment is either a drastic, hugely exaggerated and wholly controvertible opinion, or there is another graphics part that runs high intensity graphics on demand that you failed to mention or somehow aren't even aware exists.
