No clue LAA should work fine with Steam at least it always has in the past. Did you change anything else?

Apparently it was just a very weird coincedence. The original masseffect.exe wouldn't launch the game either. I decided to delete every config and the masseffect.exe, verifiy integrity of the games cache, and restart my PC. One of those things worked so LAA is running perfect now. Not sure why Mass Effect randomly came up with that error but I really don't care now that it's is working.CDAMJC wrote...

After installing the mod etc all fine, I get this weird graphical effect...but i'm not sure how to get rid of it.

If you install the mod and follow the readme the image will look completely different. Shepard's face will be more detailed, the N7 armor will be significantly different and the shadows will not contain those results.

They are showing up because of shadowdepthbias changes I reccomend in the bioengine.ini. But the textures (mod) are defintely not isntalled. The setting in the bioengine.ini increases the shadows drawn which is why you haven't seen them before, but shadows are rendered that way in the vanilla game, they just are removed from faces due to a bioware fix in version 1.02. No textures in that shot are modded so everything is vanilla just with tweaked settings. The mod must have installed to the wrong place.
The dots are actually not blue and brown it's the blue and orange highlights that are being occluded by the increased shadow and it seems like colored dots but it's actually the other way around. Vanilla has a very grainy shadow filter which I have removed in the mod. Anyway it doesn't really matter, just make sure the mod is installed to the main Mass Effect folder and all of this will be fixed.

Thanks dude, I reinstalled into the correct location this time and wallah, it works!
I was wondering, in your OP, you mentioned a shadow fix download that is available from the link (above) but I can't find it anywhere. The only fix I see is the one you mention that gives better dynamic shadows? Is that what you meant? I tweaked my shadows to your settings anyways, since better dynamic shadows are always welcome.

The single fly in the ointment I've noticed with your mod is that when using the biotic "Barrier" power parts of the characters became invisible - partly glowing blue, partly invisible. I suspect a missing texture to be the culprit.
