I don't understand why there are 3 Knight Commanders in Ferelden. I mean Greagoir, Tavish and Harrith. 

So what is the hierarchy of that? One of them is da main Knight Commander? Or they have equal rights? If so, who has a direct control over them, Grand Cleric of Ferelden or Knight Vigilant in Val Royeaux?

And I don't get it: Knight Commander's rank is not a rank of templar leader in the Circle or country but it's a rank of any big templar cohort's leader?

Perhaps Knight-Commander is a title linked to a specific region or sphere of influence: K-C of Redcliffe, K-C of Denerim, and so on.

As best I recall, the Chantry oversees the Templars.

It makes sense to have at least two Knight-Commanders, seeing as Gregoir is as cloistered as the Circle mages are, so they'd need another Commander who is out in the world and oversees the templars who hunt down mages.

I was under the impression that each Circle has a Knight-Commander, who is overseen by the Grand Cleric. Each chantry also has a Knight-Commander, overseen by the Revered Mother of said chantry. There's probably some Knight-Lieutenants and Knight-Captains thrown in there too. DA2 seemed to disprove that though, so I have no idea.

Mind you, Kirkwall's just one city, so maybe they don't need as many as they do for a whole country? I doubt the Free Marches structure in anything would be very indicative of how other countries work.

I think there is a Knight Commander for each circle, but I would doubt there would be someone of that rank for every chantry, since there is presumably a chantry in every village. Probably only important chantries would have their own knight commander. There's no reference to anyone in the hierarchy above knight commander, so it would appear that the knight commander's each operate independently from each other and under the guidance of the Grand Cleric responsible for their region. That may account for why the Circles have such different policies toward mages.
