She talks about how Shepard would look weird in his armor in whatnot but she's wearing her thief suit, so...
Is there a reason Kasumi doesn't dress up nicely for her loyalty mission?

Limited art assets.
Edit: This has nothing to do with ME3, by the way.

Theoretically, couldnt they just slap her head on a stock body model?

Then we'd see her without the hood, and they'd have to render that.
Honestly, does it matter?

my theory (and I'm sticking to it) her suit is what allows her to cloak.

Never understood this. What exactly was she thinking? That they would they let her into the party, wearing that? And then she's confused at being turned away, like no one could have predicated it.

Gameplay mechanic.
Also not ME3 related, like lazuli said.

I've a actually always assumed she wanted Hock to realise it was her. In the same way she flat out admits she didn't need Shepard's help, just wanted it, for a master thief she's too damn obvious considering she can turn invisible at will and would have had a far easier time without him.
So the question is, what skills of Shepards, destroyer of armies, slayer of god like beings that they are, have that she wouldn't but would appreciate while going up against the man that killed the love of her life?
Getting Keijis Greybox back was half the reason she was there, getting revenge on Hock using Shepard as a living instrument of vengeance being the other reason explains why on Earth she'd bring someone with zero experience with robbery on a heist so difficult and dangerous.

She didn't really want to go to Hocks stupid office party anyway...
Seriously though I wish she was dressed up to so at least my fshep could have someone else out of their element in that one too! It would've been funny hearing Kasumi complain about how much she hated black tie events.

Not ME3 related.
but yes I have always been confused as to why she did not change her outfit.
