OK well, i bought my Dragon Age Origins over the XBOX 360 Game Marketplace and i didn't get the downloadable contents like The Stone Prisoner and Blood Dragon Armor intill i went to customer support and they allowed me to download it but the problem is that when i downloaded Blood Dragon Armor, It didn't go over to Dragon Age 2 or Mass Effect 2. Is there a way for me to bring Blood Dragon Armor to Dragon Age 2 or Mass Effect 2?

Look at this wiki page. You need to have the armor in Dragon Age Origins to have it unlock in DA2 as a DLC. Which means the armor must be linked to your BSN account for it to work.
