What's the best level to start the Soldier's Keep DLC?

Assuming you're not taking in-character concerns into account, I'd suggest you do it as early as possible. That storage chest is awfully helpful

I've done WC right after Lothering and I've done it somewhat later. Both are do-able, though the difficulty seemed to scale upwards the longer I waited.
If you can make it past the enemies outside the Keep, the part inside the Keep is quite possible to do.
