It's reminiscient of a skirt.  I believe it's actually longer than the Alliance dress blue jackets.

I think it's quite clear it's intended to invoke the impression of a miniskirt -- given the combination with thigh-high "boots" and even the imitation of garter belt on the underlying layer between these pieces.

Well, the majority of people see the jacket she is actually wearing and no the mini-skirt...

I've only seen one person mention it resembling a mini-skirt.

No, i see a jacket which combined with the rest of the uniform looks like a miniskirt. And yes, whether you don't see the similarity doesn't change that.

It evokes a microskirt, like a skirted jacket is meant to evoke a miniskirt.

In other words, the function of an outfit isn't always congruous with the intention of its design. So you could choose to see either, or both, if you wanted. It's more objective if you recognize both, though.

As far as I'm concerned the second part makes the whole "uniform" more than a little less serious than I'd wish for. What is this, and why? And I find this version less stupid looking than the standard blue/white one.

I for one would want the female military characters in my somewhat serious sci-fi stories to look different. Just imagine the BSG uniforms would continue Ash style and tell me that would be fine:

I honestly don't get the skirt complaints.

1. A skirt is totally removable and that is a long jacket with pants leggings with high boots over top. It is not a separate piece by any stretch.

2. She isn't even exposing any of her gams so the legitimacy of any gripes is seriously lacking in justification. It isn't sexy in the least.

I suppose one could use the "little black dress" term to refer to it instead, but then of course someone is bound to object how the outfit isn't black...

Whether it's a jacket, skirt, or tunic, it's eye-searingly ugly and difficult to take seriously. I imagine these are the main complaints.
