So, why does Ashley look radically different?

I just don't understand, ex: would you want your semi-ugly girlfriend to stay semi-ugly and not try and become more attractive? I'd hope not. Sure I could understand if they gave Ash a combat suit like Miranda's, but she's a soldier, she's going to be wearing armor worthy of her class. All that's happened is she is more appealing to look at. And I don't think her doing it for the simple reason of 'because she wanted to look more attractive' is unrealistic or unreasonable. You'll be hard pressed to find a girl who doesn't care about what she looks like.
That's what's realistic. I don't think this is a change of character. She's a spectre now, not just some grunt marine. She's an important person, and knows her appearance as a female is now going to be viewed by more than just her platoon.
As I said, I like to RP as much as the next guy. But if I have a choice, I'll choose attractive female characters over less attractive versions of themselves every time.
Then again, maybe I'm just a sucker for a pretty lady.

Ash was already attractive in ME1 and ME2. And it was pulled off without turning her into an adolecent fantasy.

I have no problems with her hair longer and loose (as long as it's not in her face during combat) But that outift looks to be a uniform. WTF does the Alliance think of their female members putting them in that?
I think the fact that she's human is gonna be a wee bit more important than the fact that she's a woman. Asari have been Spectres while humans were still trying to figure out this how this newfangled "gunpowder" thing works. That's what's realistic. I don't think this is a change of character. And said fanservice race specter's were dressed in heavier armor than ashley at the moment.

Our next stop - "Ashley was semi ugly", "not feminine", etc. Excuse me, but that's a guestion of taste. For me it was unique combination of rather... wild? wide? not conventional?.. features that looked rather questionable separately but were surprisingly pretty while unique when put together. New look isn't that unique - next smooth looking but nothing extraordinary chic, so what?
And, finally, "she always wanted to dress more feminine but just didn't try / hid it to look fit to military". If she really just didn't try light catsuit-like but then suddenly liked it, then she talks with Kaidan about asari having no knowledge in this area (not that I expect from reasonable person). If she always liked to dress up, wear light armor, etc... well, it doesn't look like Shepard was going to restrict her in it; and such situation leaves the feeling that person whom I considered as strong and independent is really insecure and dependent on others' opinion... not the type of character I'm going to like, may I have old Ashley instead?

And I'm sure Kaidan's casual outfit will look just like Ash's uniform, complete with thigh-highs and skirt-jacket, right?

I consider original ME Ash to be one of the most attractive females I've encountered in a video game. Attractiveness to me has more facets than just good looks, nevermind the fact that Ash was fine in that department too. I don't want a universe full of Mirandas, sue me. As for her character not having changed, I certainly hope your right. Still, we won't know until we've met her in the actual game, and until then I choose to remain sceptic.

What's wrong with the casual outfit we've seen, it doesn't look any less functional than her baggy pants and alliance T-shirt from ME1, but it does befit a Spectre and high rank officer more than the original uniform.

Indeed four posts in an hour that took a few minutes to type. On a phone no less while on the bus. Look mate, the thing is this a community to discuss different aspects about a video game, its story, and characters. We are doing just that.
In a visual medium like video games, how a character looks speaks volumes about what character they are supposed to be. As such we are arguing about the changes that may have been made about the character.
Yet you feel the need to question our social lives. Believe it or not it doesn't take a whole lot of time to type a post, and hell you don't even need to be at a computer to do it. I find you the strange one for questioning it.

Really? The asari (the fanservice race no less) specter from lair of the shadow broker wore more armor than ashley did from the first few screenshots. Luckily she seems to be getting better armor now though.

Attractiveness is subjective. I'm much more "attracted" to a woman who's true to herself and in her element than a catsuit for the sake of curves. Ashley is a unique female character in games as she's presented as attractive in other ways: her steadfast loyalty to family and duty, the chip on her shoulder that drives her to such a high standard, her comfort in romantic interactions while in military garb, a lazy bun and no makeup, etc. She's different.
This isn't to say her change in look will be reflected in her character. But it immediately changes my perception of her. I'm not whining over her new appearance, but it's not my first choice at all.

The old casual outfit looked way more functional. It was simple and fucntional, with out unnecessary flash. Exactly what I'd expect a day-to-day military outfit to be.
New outfit:
Thigh high boots. Unless Spectre headquarters is located on a swamp world, this screams "impractical"
Belt so loose I can't imagine what it's holding up
Jacket-skirt-thing. Seriously, what's that about? has Isabela's tunic look come back in the 22nd century? At least there's pants this time.
White pants tucked into boots. Between boots and skirt, showing just enough to suggest underwear shots. Or possibly garters.
Now I ask you, seriously. Do you expect Kaidan's casual look to resemble this?

In other words: "Ashley is female. Females always try to look pretty. Therefore, Ashley should be trying to look pretty."
And trying to show the galaxy that she can be sexy... she's a Spectre, the ultimate class of super-soldier. She's not a diplomat; she's supposed to look intimidatingly professional. Not catty.

No one questions it for some reason O.o
I think she is still pretty but I unno, whenever I look at her it almost feels too obvious that they are going for a more Miranda/hot look now.
Also you'd think Alliance soldiers would have shorter hair. Maybe the Alliance works differently or because she is a spectre (or at least we think she is, hasn't even been properly confirmed but its probably true) she doesn't bother to follow those rules.
