I've been reading a lot of threads about the issues of who's going to be in your ME3 squad from ME1 & ME2. But for oblivious reasons we all have a favourite characters that we have in our squad. Looking at some of the details coming out from Bioware I think that there will be a core of squadmates with you on the Normandy, with the rest out there in the galaxy working on their own missions to help you in the war with the Reapers. ME3 would be to big to have everyone from ME1 & ME2 on the Normandy (15 if you didn't get anyone killed). That's before any possible new characters in ME3 i.e. James Vega. I think the following will make up the "Core" squad:

Ashley or Kaiden - Which ever survived Virmire
Liara - Very loyal to Shepard, She can be the shadow broker anywhere
James Vega - Never hurts to have another solider
Garrus - Other wise there is no telling what trouble he'll get into

But I do think that those characters that are not permanent squad members will have greater plots/missions than ME1 & ME2. For instance

Tali & Legion -
Will be focusing on bringing peace between the Geth and the Quarians (Also preparing their massive fleets for action)

Wrex, Mordan and possibly Grunt -
As we've seen already Wrex & Mordan have been working to cure the genophage and raise a Krogran army for the war. Could their be a choice weather Wrex or Grunt mates with the cured female.

Jacob & Miranda -
Either rejoined Cerberus or are working to bring it down. Possibility of a rescue mission for Miranda's sister and family from Cerberus.

Samara/Morinth -
If you chose Morinth she could have left the Normandy on another killing spree. Samara could be a way to get the Asri on board (Jusitcars are greatly respect in Asri culture) on Therum.

That leaves Jack, Zaeed, Kasumi and Thane which could either have new story arks or be a member of the "Core Squad"

Couple of things.

If I am not mistaken, Tali has been announced as permanent if she is not dead at the end of ME2. As for your idea concerning Legion and his involvement in bringing Quarian/Geth peace, well I believe this will be somewhat dependent on your actions in Tali's trial in ME2. Did you submit the evidence? Did you advise the fleet to go to war or strive for peace? I picture this playing out much like the choice of picking the human councilor.

As for everything else, well it makes sense. We are going to get a chance to see all of our favorite squaddies in ME3. If they are options as squaddies remains to be seen. I read a thread recently suggesting that it may be up to you to decide who your permanent squaddies are ( a la ME2 style recruitment). However, you are limited in how many you can recruit, and therefore can't have everybody in one play through. I think this is a neat idea, but is unlikely do to the data and/or financial constraints of making characters, recording dialogue, etc. for over 15+ characters.

What I think is more likely is that squaddies will be rotating in and out. For instance, we may get Samara for the duration of helping the Asari from the reaper threat. After that though, Samara leaves the group as Shepard moves on to the next planet. Perhaps in the endgame, Samara could rotate back in then, if Shepard chooses, like the Suicide Mission.

But who knows. We won't until March and confirmation that they are all at least present is good enough for me.

I'm thinking that there will be more people that you can recruit than the amount you can have with you.

I mean, 2 people need to survive in order to have Shepard live at the end of Mass Effect 2. Then there's Liara and Ashley/Kaidan. Thats 4 people who are definately alive. But what if some characters, like you said, are working on something else. What if say, Mordin and Samara are the 2 people who saved you at the end of ME2, but they have other responsibilities. Then that's only 2 people. Plus that Vega guy, that makes 3. But then if you saved everyone, that's 15 people, and I'm fairly sure the squad is smaller than in ME2.

So what I'm saying is, maybe you CAN recruit all these people, but you can only take a few with you. If everyones alive, they'd all want to work with you. But if their all dead, there's probably people to make up more of the squad. So maybe you can have mostly new people on your team if you don't like the ME2 squad or if they're all dead.

I'm entirely guessing though. I just think it'd be a pretty good idea. I mean, I can't see any reason why most of them won't come with you.

Used pargon option and tried for peace with the geth. Makes sense with Tail being in the squad actually (Tec Expert). Which could mean more of an active role with the quarians and the geth than simply having command of thier respective fleets.

I cannot imagine how the migrant fleet is supposed to wage war with anyone, be it the Geth or Reapers. It'll be like sending a fleet of fully loaded 747s into battle. Oh, and the passengers can die from a cough.

Don't forget it was Tali who upgraded the SR2s barriers with CBT sheild technology. Not to mention quarians are highly technical. There fleet might be used more as surport ships (repair, medical, transport etc) for a much larger fleet.
