If it has more indoor areas I think that's a good thing. I'd rather have a smaller city that feels alive than a big one where you can't do anything.
I think that's a major failing in games like Mafia 2 or LA Noire for example: There are huge open areas but I never wanted to explore them because I know that outside the missions there's just nothing there.
GTA4 at least had some fun little areas, and SR2 had a lot more (one of the great things about that awesome game). RDR also had a fun world because there were things to do everywhere, for example you could hunt different animals in different places. It's the small things that make the game world interesting.
