Just wondering if it's possible to still romance Tali if you completed all missions before the Omega 4 Relay suicide mission?
I finished a conversation with her about her being sick, and our feelings, but I tried to go into Omega 4 Relay, but didn't get the chance to romance. I know I'm missing one more convo, and even she keeps saying to "wait," but I don't have any way to "pass" time. Is there anything I can do or am I stuck?

Damn, seriously? Ah, well my Renegade playthrough will allow me to finish it.
*HAH! Goes to show I still have a few side missions left allowing me to (hopefully) complete this romance. Just had to scan random planets I never did and found one.

If you have missions left you can in fact get the romance. The scene will just play after you finish the locked in romance conversation with her.

If you have the Normandy Crash site DLC, there is a glitch with it where even after you have finished the mission to completion, you can land on the planet again, and place the memorial of the ship all over again and return to the Normandy and it will count as a mission complete, progressing all dialogues on the ship, so give that a try and let us know how it goes.
