I'd be cautious about inferring that already. You may be right, there could be other interpretations of those three words that could be right too. I saw it as a wistful myself.

I don't see spite. Go back a couple seconds before she seems surprised/excited to see Shepard. I think it's more sad at what was lost.

You're almost right. Vega has come to replace her place in Shepard's heart and bed and she feels it
