On a personal level I would pick Ashley but that's just because she's my favorite of the two for reasons that others listed. Truthfully they are both good characters and so really when it comes down to it, it's personal preference.
There isn't really a 'right' or 'wrong' choice to make here.

Four are with Liara
Two are with Ash
Two are with Tali(No ME1 LI)
One with Kaidan
One is single.

Liara: She is starts off shy and a bit dull, but she really grows and changes in Mass Effect 2. Changes A LOT more than Ashley.

Ash: Starts off on the wrong foot, but you'll grow to like her the more you talk to her. She's very interesting, but meeting her in Horizon in ME 2 kind of sucked.

I actually both of them so much that it's gonna' be hard for me to pick just one to go with me on my ME 3 team everywhere I go! D:

Absolute Paragon? I'd romance no one.

Won't break fraternization regs so Ash's out and won't romance someone who seems vulnerable to him so Liara's out.

Betwen Ash and Liara, I'll say Ash. There's people that can tell you that she is a racist, but she only has a light xenophobia (understable because of her backstory). Take her to Noveria with Wrex and you will see that she doesn't approve killing the rachni queen.

A few more points is that if you are doing an ultra-paragon (spacer/war hero), she and Shepard will have a lot of common. Military family, both of them trained on Titan, etc.

And I believe that her romance feels more real than Liara in ME1. She says that you have to gain her, and she even gets upsets when Shepard suggests a trio, (and the fact that she is a wildcat outside the battlefield xD).

For ME3? I'd romance Liara. Since she's the Mary Sue, you know her romance will be the most fleshed out, and also you would actually start the game in a relationship with Liara, where with Ash, it's still on confusing terms, and you'd probably have to work your way up to relationship status again I'd imagince.

For an uber Paragon, I would say no one....Ash, Liara, Miranda and Jack are all pretty ruthless (Liara is fast with Shep in ME1 and becomes ruthless in ME2)....Tali has her immune system issues (Shep willingly endangering her if he beds her)....My own uber Paragon remains alone for the reasons cited.

For me, my canon Shephard went with Liara. I don't know why but there is just something about the romance that can develop and everything just fits in a lot better from ME1->ME: Redemption->ME2->LOTSB. Especially with her saying she couldn't let you go and having a piece of your original armor at her apartment. Those are a few nice touches.

Not the VS, not Anderson, not your mom, nobody even bothered to confirm wether that you were really dead much less search for your body.

Ash and Kaidan left you hanging, supports the organisation that smeared Shepards name and work. Instantly after death.

Really who do think is better.

My exact sentiments. This isn't popularity contest. If you are going to choose your  romance based on our reasons then you are doing it for the wrong reasons.

I prefer Ash to Liara. I simply think her 'attraction' is far too forced.
