Is there a way to make a feat that acts like whirlwind attack but uses both weapons? I know that Whirlwind itself is hardcoded maybe a workaround is possible?

Many things are possible. Check out Kaedrin's Tempest Whirlwind. :)

Kaedrin's tempest whirlwind calls a buff to the character that adds damage before doing the hardcoded whirlwind call. It doesn't use both weapons.

OK, I see. In any case, doing any kind of special attack is definitely doable through scripting. Basically what it requires is doing one's own impact script. The best place to look for how to do a special attack (with whatever conditions, weapons, bonuses, you please) is Drammel's Tome of Battle. The biggest contribution that this work makes is that completely rebuilds the attack and damage rolls. So, using these resources, you could decide, for example, that you wanted to have a special whirlwind attack that used two weapons, with reduced attack rolls and boosted damage rolls and critical threat ranges.
