Simple, as sword in hand can't go fast enough to trigger the speed sensors that would trigger the kinetic barrier to come up.111987 wrote...
Well lore-wise, swords actually should bypass shields entirely. And I'm sure the Codex could provide some pseudo-science explanation for being able to penetrate armor, like the swords are made out of razor sharp Silaris metal or whatever.

Because not everyone is a freaking Ninja with a sword. Plus Vanguards are biotics so they can just biotically punch you across the room. The Phantom is highly trained with the sword and is a impressive biotic. Not many people are like that.
