Well lore-wise, swords actually should bypass shields entirely. And I'm sure the Codex could provide some pseudo-science explanation for being able to penetrate armor, like the swords are made out of razor sharp Silaris metal or whatever.

Simple, as sword in hand can't go fast enough to trigger the speed sensors that would trigger the kinetic barrier to come up.

If swords were that effective, every vanguard should have one: why bother shooting with a shotgun when you can instant close combat with a protection ignoring sword?

Because not everyone is a freaking Ninja with a sword. Plus Vanguards are biotics so they can just biotically punch you across the room. The Phantom is highly trained with the sword and is a impressive biotic. Not many people are like that.
