I know how to host a server but where can I learn about implementing features that people expect in a persistent world.
Like:
1.Login system
2.Players characters being saved serverside.
etc
It seems impossible to find any information on PW building.

Not sure what you mean by 1. You can enable a player password from the server application.
Likewise, Server Vault characters are a check box on the server application as well.

PW building is an enormous task.
It's my understanding that some people have prefab base modules available with many systems already setup in them (systems for treasure, npc spawning, quests, pc death handling, saving characters, modified spells/feats, additional races, etc). If you're serious about doing it, ask about those.
