I don't see why he wouldn't.
I mean, he did additional voices in Dragon Age : Origins as well as playing Mordin in Mass Effect, he also did additional voices in the Sopranos game, I doubt he's too expensive or what not for a minor role in Mass Effect 3.

Mordin also turns into a robot in non cutscene dialogue at times too.
Obviously it's just placeholder work. The actual Mordin dialogue probably wasn't ready.
He starts to sound normal after the "possibly mole in STG line" so maybe that's the original? It looks more finished past that point because everything past that point was in CC demos.

It was Mark Meer voicing placeholder voice over. He's going to be returning.

A few of the lines sounded like it was Beattie talking, just before they added the pitch filter that makes it sound salarian-ish.

Beattie is very fan-friendly, and I think he tries to respond to fanmail as much as he can. You might want to consider just asking him outright if he's been contacted yet.

I hope he does too, if only because Beattie was awesome. I think it would be hard to replace him.

I thought that the leaked beta voice sounded different than the E3 demo. Clearly the Krogan princess voice was changed. It sounded more Beattie-ish, but I could not be sure.
