I was reading on the Dragon Age Wiki that I could manually download a few of the minor item DLCs. The links they provide to do so go nowhere, and I am coming up empty on Google. Do I need to give up on that and either do the things that I have to do to get these items, if they are still active even, or should I scrap it entirely?

Are you trying the links near the bottom of the page? They still seemed to be working for me. You may need to rename them to have a .dazip extension though.
