In the Carta Hideout, I can't get into the gate right next to the return to kirkwall statue. I don't know why. There's no action button by the gate either, so I don't think a key is required. I think it's the gate leading to some dwarf, whose name starts with an R?

You need a key which you should have picked up from one of the dwarves you just fought.

And the door does lead to a dwarf boss named Rhatigan.

Well, even if I had a key for it, there is no action button. I've also looked up and down the hideout I have access to, and no key.

A glitch then - annoying yes but not unthinkable.
