Ive been trying to download the Firewalker Pack from http://social.biowar...ntitlements.php, but after clicking rub and waiting the 45 min it takes to load the thing, any sign of the DLC fails to show up in the game. Is there a step im missing or a certain folder i need to find?

Personally, I have no experience with that problem. However, since the game was new, I'm sure a dozen or more people had something go wrong similar to your description, but I don't remember how they fixed it. Things have been very slow, and it's already late in the season for readership to rebuild here; you are going to need to review the FAQ sticky, and if that is inadequate to help, then run a Google or Yahoo Search, just add the site redirector, and ignore the Finder offered here on this site (it's just not very useful).

Quick update. I am able to properly install the Normandy Crash Site DLC with success. The only difference that i can see is that the Crash Site opened up an Install wizard program after downloading it. I think the problem is that i can download Firewalker fine, but the installation wont start

Once the dl is complete do you click on the file and run it??

yes. The only one that has given me trouble is the Firewalker Pack
Upon clicking Download, i am presented with an option to run of save. After clicking run, it usually takes 45 minutes to complete, which is then followed by windows telling me something is corrupt, and after insisting that i have installed it correctly, the process moves onto installation, usually takes a few seconds.
The only difference with the Firewalker Pack is that nothing happens after I assure that nothing is corupt.

Finally got it to work... Restarting Steam seems to have done the trick

When dealing with DLC, never select run when you click on the download link. Most of the time, it wont do anything until it has finished downloading the setup file, which might take some time depending on your ISP, connection, and how busy the download servers are.
Always choose to save the file, and then run it from your local PC.
