Just going back through his conversations in ME1:
--> Kaidan has a story, and opens up to you about it.
--> Kaidan reassures you that he and the crew are behind you 100% knowing that it's been tough for Shepard to get the council or really anyone to listen to him about the Reaper threat.
--> Garrus can say what he will about how the girls used to hit on him and ignore Shepard, but the funny thing is, Kaidan is the only one I actually remember ever talking to about the females (he comments about Liara and you can give your opinion, he tells you about his old crush and says "you would have liked her").
--> Kaidan is there to mourn the loss of Ashley with you, and he asks you how you dealt with seeing your friends die on Akuze/Elysium/Torfan... again, no other squadmate does either.
--> If you didn't romance Liara, it's Kaidan who comes to find you and make sure you're alright in the opening scene of ME2.
Say what you will about Horizon, but he can only be upset if he truly cares, and because he's worried about you working for Cerberus because he's afraid they'll manipulate you. And he was right to feel that way, they DID manipulate you in more ways than one.
And sure, he got angry and said some nasty things, but those "Horizon moments" are common for anyone with close friends. You get in a fight, go long periods not talking to each other, then forgive-and-forget and come out stronger friends than before. Everyone who has Wrex in their game had a moment like that on Virmire. In the end, you're better friends because of it.
So yeah, pardon my block-of-text, but there. My list would go:
1.) Wrex
2.) Kaidan
3.) Garrus
4.) Mordin <-- mad bromance points for safe-sex advice on Jack, and just some real good talks with him in general. Love the guy!
