What's the maximum cunning needed to open most doors and chests?

I think 22 cunning is the prerequisite to the top-level lockpicking skill.

I'm not sure, but in my experience, I never had any trouble with any of them after about 40 Cunning. Even so, I kept raising it for the bonuses to Bardic skills and Lethality.
EDIT: Oh, wait, you were just talking about doors and chests…I thought you were also talking about traps. Nevermind. xD

Yes, and then I couldn't open a chest, so I dropped another point in cunning and after that I could open everything I found.

You'll need 30 cunning and level 4 lockpicking to open every door and chest.

This is 100% fact. Anything less than 30 cunning and max lockpicking will prevent you from opening the most difficult chests.

It can't be 23, because that makes no sense.
Each rank of Lockpicking is equal to 10 Cunning for the equation, which means 4 ranks + 30 = 70.
23 would make it 63, which you should know intuitively that's not right.

Dark83 has pretty much told you everything you need to know. here's the same info in slightly more formulaic language.
Max Difficulty in the game is 60. the 70 number is not quite right though in effect it is depending on where you start counting. the reason for this is that the equation subtracts out your base cunning score (10) so its only counting additional points of cunning. in order to open the hardest chest you need to satisfy the following equation
(Cunning -10) + 10*(Deft Hands Talent Rank) >= 60

It's 30 for sure. Leliana had 29 Cunning and maxed Lockpick skill and couldn't open a certain chest. I gave her a +1 Cunning item and at 30 Cunning she could open it. Never had a problem since with 30+ and 4x Lockpick.

Of course if you are running a complete CUN build you will not need beyond the 2nd tier Lockpick to open everything

That is also true, cunning can replace tiers of the lockpicking talent. For every 10 points of cunning beyond 30, you need 1 less talent point in lockpicking.
The same goes for Persuasion, but you need 25 points of cunning after the first 10 for each rank of Persuasion you want to forgo. (i.e. 4 persuasion and 0 cunning, 3 persuasion and 35 cunning, 2 persuasion and 60 cunning, etc.)
