After you leave Eamon's Estate and head to Redcliffe, talk to Eamon once more before heading up to your room. The conversation option comes up, "Shouldn't Alistair be (somewhere safe)?" Eamon replies, "He insists on helping gather your forces."

So that's where he is - gathering your forces.

Any further details I leave to the imagination. I just assume he's rallying troops and what not.

Done, and the only dialogue Eamon has after you've spoken to him for the first time is "I apologize, but there are urgent matters I must deal with. Please seek me out another time." The dialogue about him gathering forces  contacting allies is under the "Shouldn't Alistair be staying here?" tree discussed above, FWIW.

My curiousity truly has been extinguished on this... I'm satisfied that there is no definitive answer to my original question, and that there are almost as many opinions on the subject as there are darkspawn in the Deep Roads.

Thank you to everyone who responded, and I wish it all hadn't been ultimately a pointless exercise.
