They will need to be merged.
As MC said you can either create a merged file for kaedrin compatibility if you want or the end users can.
I did send an e-mail to kaedrin a while back to include my spell line in his content so that the community project could be kaedrin compatible and include boulder throwing without users having to update the 2das.
One issue with the builder releasing a kaedrin compatible 2da is that you will need to update it as he updates his content, and the spell 2da is substantially updated with every time. This is an issue I have run into with Risen Hero, I am generally 1 update behind kaedrin, but I have 6-8 conflicting 2das.

When I was trying to do this, I couldn't get the dwarf or halfling models to show up properly. They came out very distorted. I can only get placeables to work with the model type VFX. How did you do it?
