As for not being able to move objects, turn off snap to grid, you can move items freeform, buildings are easily constructed with a careful touch and patience. It's not really that difficult if you have patience enough to learn it. I'm also the least patient person I know and I managed to learn it.

Interior dimensions aren't pre-set so resizing them isn't an issue. Exteriors are made bigger than required and then restricted using the the playable, border and vista boundaries. Set the playable area (green zone) to what you need and export it which will bring your performance back in line with what you'd expect for an area that was created at that smaller size. Then if you need to expand outwards it is then simply a case of redrawing/editing the exportable area settings. For example the Kokari wilds is (if memory serves) is 1024x1024 but only a quarter of that is used.
I haven't found an object in either editor that can't be manipulated with just mouse/keyboard combos (i.e. no need to set it manually) although sometimes you want that extra precision. I suspect a lot of times this issue is caused by having "snap to" turned on and trying to move something less than the "snap to" amount. However if you think you've found something that can't be moved with the mouse let us know so we can investigate/confirm and BioWare can look to fix it.
