Because the Casteless usually just turn to the Carta instead.
Sucks really, as it doesn't paint them in a better light. But under Bhelen -- and Xanthos Aeducan -- they get more rights and aren't treated as badly.

Edit: I know he's only 9 or 10 by the end of DA2, but he could still be in a future game.

Endrin Aeducan II is his name if I recall, Harrowmont lacks the ruthlessness to eliminate this political threat i'm thinking.. So Endrin II being alive would probably be inevitable. Might inherit his fathers ruthlessness and secure himself the throne, twould be cool imo. But still there would have to be someone ruling between the time harrowmont dies and Endrin II comes of an age to rule (lets just say 16) So I wonder who would be king between the rulership of Harrowmont and Endrin II if this scenario were to happen

He could have differing personalities depending on the old king. Bhelen could die by a assassin's blade and so the fight for the throne would be open again.
Bhelen alive makes him a ruthless but fair ruler and Harrowmont crowned hardens him as he is raised in Dust Town, he becomes a compassionate and loved king.
He is made a Paragon and thus founds his own house, House Endrin.

Why, its simple. Shale comes in and after seizing the Anvil, leads a golem rebellion.All dwarves undergo "purification" by the Anvil and the Dwarven race becomes an indestructible, immortal race of BAMFs.

The Assembly is deadlocked on choosing a king for many years, until the day reformist Endrin II stepped up and with the help of DA4's protagonist successfully overthrows the assembly, creating a new system where every caste has a voice at his side on the throne. As a reward he promises DA4's protagonist help against the Qunari invasion of Thedas!
Nice premise, but the Dwarves won't send any military aid to the surface so long as the Darkspawn march on the gates of Orzammar or whatever recovered thaigs they have if they have the Anvil. The Nobles wouldn't allow their troops to be used that way. And they won't let casteless gain more rights without a lot of blood being shed. Tradition dictates after all.
