Question:
1) How can I activate it while the game is running? I can only seem to alt-tab out of the game to minimize it and double-click the shortcut. If I do that, the shortcut APPEARS to do something, but I see no change of any kind in the game or on my computer.

Without trying to sound like a wise-ass: be sure to have one space after the last " symbol EDIT: I retried it myself and it didn't work for me too now. Just close down the properties window and reopen and retry, it seems to be pretty random, just remember to add the space before -enabledeveloperconsole and after the " .

You need close down the entire game (save first) and start the game up with the editted shortcut. What you're doing is starting up the game twice! Hope this helps.

I am having so much trouble with this game - I really liked it when it was playable but now I'm right at the verge of quitting it.One of the problems I have ben trying to fix is the WK DLC problem. Levi is in camp but the map doesn't get marked and I can't do the quest. Anyway I finally came across this thread and had hope - but now here's my question and I realize I am probably going to sound like an idiot.
I can't add "enabledeveloperconsole" (without the quotes) to my shortcut using your method. I get an error message saying the file path is not valid. I am putting it outside the quotes without any space between the quotes and the "e". I am running Vista Home Ultimate and I imagine this is the problem. As far as I can tell I am running as administrator. I sure would appreciate some guidance here - i know this is probably a simple thing I am not seeing.

Frustrating!!
So very many problems with this game - It has slowed down to a crawl (something caused by the toolbox I assume) Even new games go so slow it is unplayable, and the DLC I paid for doesn't work!
I want to say Thanks a Million to you TallBear for all your work and shared expertise (even though they haven't worked for me yet I can see that they have helped many others). You are a gentleman and a scholar Sir and deserve our praise!
Shame EA! I know you ****s could care less what I or any of us think of you, or that TallBear is doing a splendid job fixing your ***t for free, but shame on you! I PAID for this DLC - it doesn't work! And you won't fix it or help anyone with it or even acknowledge it! You're crooks!

Running the same version of windows
~"C:\\Program Files\\Dragon Age\\bin_ship\\daorigins.exe" -enabledeveloperconsole~
this is if you installed to the default location, be sure to drop the the ~s from the copy and paste.

Well, everytime I hit it I can still move and everything. That is the problem. And I know that I put in the -enabledeveloperconsole correctly because I've done it over a dozen times now but still it isn't working.

Hitting the Tilde does appear to disable game play; as advertised, but nothing else. I even altered the game to run in window rather then full screen; thinking something might be hidden in full screen.

This Shale bug just happened to me, and I'm going to try this fix. Hopefully there's a patch soon!
