That was based off one person's limited understanding of the situation, and I think that was retconnced seeing as howMass Effect: Evolution deals with the formation of Cerberus and the Dossier in LotSB also details their history.
Certain figures in the Alliance support Cerberus, but it isn't an Alliance operation.

Not the entire statement. Cerberus is a rouge Alliance Black Ops orginization that offically went KIA after the First Contact War. I wouldn't agree with the unlimited intel and money however.111987 wrote...

ME2 seems to ignore this issue alltogether though- there isn't really anything to confirm or contradict it. However, there could be something in the ME3 story leaks (I haven't read it all so I can't comment).
You also have Zulu_DFA's theory that Cerberus never went rogue from the Alliance, but there's a lot of scepticism regarding this

The whole Armistan Banes fiasco also points to a close connection between Cerb and the Alliance.

I thought it was an interesting and well thought out idea, but I think we all knew that it would be wrong in the end!

They must appear secretive, even though they have nothing good to hide or do.

Sorry, you're wrong. Judging from the leak, we're going to beat the Reapers in a ground war with mechanised infantry.Never mind those massive fleets and other certain objects the other factions have that could be incredibly useful
