I've downloaded and installed the Black Emporium DLC and it appears in my Installed DLC. However, there is no message in Gamlen's house and no icon on the Kirkwall map.
Tested on a loaded game and I've also started a new game - still nothing.
Update:
After saving character data, uninstalling and reinstalling the game; the DLC is now working. Copying back the character data successfully allows access to the Black Emporium.
