Here's what I posted in the Skyrim unofficial official thread that I noticed from the credits, you can fast forward through the credits and all the voice actors are there very early on.
Some voice acting goodness: they went all out as far as I am concerned:
Kirk Thornton (Hajime Saito; Rurouni Kenshin)
Richard Epcar (Seijuro Hiko, Rurouni Kenshin)
Michael Gough
April Stewart
Gideon Emery
Corri English (DAII, various)
Astrid - Cindy Robinson (Zola, Blue Dragon)
Vex - Kari Wahlgren
Ellenwen - Jean Gilpin (Meredith, DAII)
Karliah - Moira Quirk (Fortune MGS2)
Azura - Lynda Carter
Galmar/Septimus - Paul Eiding (Roy Campbell Metal Gear Solid seriea)
Brynjolf - Robin Atkin Downes
Sven - Jason Marsden

Wow, they really brought in a lot of big named (and great) voice actors to work on this game.

I swear I heard Nolan North's voice somewhere in my travels.
The best part is they don't sound recycled or overused. Everyone that I've talked to (so far) sound different from each other.

I only posted the names that I recognize and also left out the movie celebs we already knew about.
Cyndi Robinson also voices the housecarl you're appointed. I wonder why her name is not in the credits and there's maybe one name from a major character in the list of voice actors who also appears in the minor roles category.
Oh, I forgot! Keith Silverstein is also in it. He voices the Torkas, or whatever the deity's name was, preacher in Whiterun.
Again, if you want to see for yourself, you can go to Credits in the main menu and scroll the mouse wheel or press on left stick for consoles, or press the Down Arrow Key or S to skip down to the cast list.
You can also scroll up using the same methods if you miss something.

Play for a while longer, then. After a while the recycled voice acting becomes extremely noticeable, though still tolerable.

Yea...the voice acting got really old fast.... and a lot of the voices are out of place and don't fit in with the feel of the game. Forgot what his name is...but he did a lot of the voice acting in Fall Out... and then he does the voice for a lot of the characters in this game.... and it just really doesn't go. Then a lot of the other accents are overpowering and too obvious. Gideon's voice fits well though~ Bioware really does a good job of choosing it's voice actors.

That also explain why each guard sound the same .. Since they're mostly Male Nord . I think if you remove the guard .. It's not that bad . The problem is that never never shut up. You in the middle of an important conversation and the guard next to you just talk and talk about his knee lol.
The best VO in the game were for me the Daedric Lord . Molag was the best. Cicero cracked me up also.
So far I installed like 10 mod
I installed Skyrim 4 GB ( I had no CTD since than and better FPS)
Detailled Face
Detailled Body
No Bloaky Face
Vurt Enhanced Flora
FXAA Post injector + ENB (It's make thing less Blurry and Dark actually ... DARK
Better ember and Smoke
Better Fire
Enhanced Night + Cosmos add-on
Realistic Water texture
Enhanced Blood texture
Skyrim HD 2K texture
and to be honest the game does not look that much different but just so much better. it's insane the amount of talent some modder have.

For the Imperial soldiers, Gideon's voice doesn't sound exactly like Fenris. It's more... neutral or something. But I've just discovered a big fat dwarven ruin, and at the end of the dungeon there are two imperials, a captain Sulla and a female captain or something. And as Sulla he sounds exactly the same as Fenris. He said something like "You just want all the glory for yourself." In my enthousiasm of hearing Fenris, I barged forward, only to be attacked on sight by the two of them. I had to barbeque them with my firebolts. Aw, sadness. xD
!!!! I completely randomly stumbled across that same dungeon! And they attacked me too. And I did the same! At first I didn't realize they were there... then I heard Mr. Gideon's voice which automatically drew me in closer... and then they attacked me and I had to kill them. It was a indeed sad.

Also, I believe the Dark Brotherhood NPC N.azir is the same voice actor as Three-Dog from Fallout 3. I can't tell whether he's going to give me an assassination contract or an errand to fix his broken satellite. Hey y'all I'm Three dooooog and we're gonna kill some people today.
Ha! I thought he sounded familiar, and you're right! His name is Erik Dellums.
