In DA2 Anders is unpredictably paranoid. Constantly whining about being persecuted (not unwarranted despite the willingness of the proles to hide him from the templars) and looking for an excuse to violently lash out at enemies both real and imagined. At no point in the game was he in control of himself, and his objective was so broadbased and vague that it had only an imaginary chance of success.
In ME Liara is in total control of herself at virtually all points in the game. Her enemies are both real and actively plotting against her. When she moves against her enemies it's only when there's solid evidence that they're acting against her, and she's moving in a calculated and rational fashion. Her goals well defined, and they form the basis of her perceived decisionmaking. The likelihood of success is inevitably slim, but ultimately achievable.
The two characters display obsessive tendencies, and are both inappropriately attached to their respective protagonists (assuming they aren't the chosen love interests) but they are distinctly different characters and fulfil very different roles within the stories.

No. Liara has strong convictions, but is never as lacking in logic or even as devoutly idealistic as Anders. She doesn't have a cause that defines her as strongly as Anders' mage thing. And there's the obvious "not having a demon living in her" thing. She is extremely stable, and one of the most reasonable and rational squadmates. Her personality is very mild, as a hermit scientist; that is she's not at all the type to lash out and do...pretty much any of the Anders stuff.
Honestly I see no connection between the two characters.

Interesting.
I thought the OP was going to go in a a totally different direction with Liara & Anders. Before reading the original post, I thought this thread was going to be about how both characters personalities changed drastically from their introduction to the second game. That is probably the biggest thing they have in common, though Liara became a more interesting character in ME2 and LotSB and Anders was ruined in DA2.
